Khalilov Oybek Nosirovich is a professional with more than 25 years of experience in managing international companies, confirmed by a significant contribution in bringing companies to a higher level of financial, competent and operational efficiency in corporate, retail and small business. From 1995 to 2015 he successfully managed American International Group companies in Central Asia.
He played an important role in the opening of the international insurance company for creation of insurance protection mechanism in accordance with the decision of the Uzbek government. Within the framework of this project he was responsible for promotion of investments as a one stop shop for foreign investors and served as a liaison between the government and international financial institutions.
Participated in government committees:
– Investment Programs Council,
– Coordinating Council for the Promotion of SME Development,
– Council for Banking System Reform,
– Committee on Accession to the WTO,
– EU Partnership Agreement Committee and a number of bilateral cooperation councils (USA, UK, Turkey, South Korea).
Developed a microfinance initiative by conducting market potential studies in the Republic of Uzbekistan, Kyrgyzstan, and Tajikistan. Created a regional strategy for microcredit insurance.
Led all aspects of the political risk insurance company, including strategy and policy development, finance, accounting, marketing, investment management, underwriting expertise, and client relationship management. Served as chairman of the investment committee.
Trained a large number of insurance and reinsurance professionals. He plays the long term in business relationships, putting the goals of improving employee well-being and continuing education at the forefront.
As part of his work as General Director of the Association of Professional Participants of the Insurance Market of Uzbekistan, he participated in the development of amendments to the Law on Insurance Activities. In March and November 2021 he organised the International Forum on Insurance and Reinsurance.
Conducted research and analysis of the insurance market of Central Asia (Kazakhstan, Uzbekistan, Tajikistan and Kyrgyzstan), prepared business plan, development strategy, financial model of insurance company startup. With attraction of British investors ($3.9 million) established the first 100% British insurance company Azimuth Insurance Company.
Provided leadership to AmCham teams, took board and committee management to the next level, developed and advocated for support of AmCham members’ needs and interests:
AmCham in Uzbekistan: joined in 1997 and held positions of Board Secretary, Chairman of Banking and Finance Committee, in 2000 elected as Vice-President and served until 2010.
AmCham in Kazakhstan: in March 2012 was elected as a member of the Board of Directors.
AmCham in Mongolia: joined in September 2015 as the Board of Directors member, later elected as Deputy Chairman and then as Chairman of the Board of Directors.
